End pin of violin digging into neck?
I just recently got a new violin. The shoulder rest wont sit on my shoulder unless i have the violin right up to my neck (yes ive tried adjusting it, thats as close as it gets to my shoulder). The entire time the end pin makes me uncomfortable. Is this because of a cheap shoulder rest or?
the violin itself also digs into my collar bone 
First of all for future reference it's called the end button. Second of all it also sounds almost like you don't have a chin rest. But if that's not the case you might have a really low shoulder rest or you might be putting it on backwards. If you have a longer neck like me I would try this:

This is what I use and it's been my favorite shoulder rest in 17 years. Sorry and I hope this or something else fixes your problem
